  12.   Chief Justice Rehnquist, concurring.
  13.   I was in dissent in Edmonson v. Leesville Concrete Co., __
  14. U. S. __ (1991), and continue to believe that case to have
  15. been wrongly decided.  But so long as it remains the law, I
  16. believe that it controls the disposition of this case on the
  17. issue of -state action- under the Fourteenth Amendment. 
  18. I therefore join the opinion of the Court.
  19.
